Thailand sets out energy performance standards for buildings

Thailand announced “Notification of the Ministry of Energy on Determination of Building Design Standards for Energy Conservation B.E. 2564 (2021)” and “Notification of the Ministry of Energy on Criteria and Procedures for Calculating and Certifying Assessment Results of Energy Conservation Building Design of Buildings of Each System, Overall Energy Consumption of the Building, and Renewable Energy Consumption of Building Systems B.E. 2564 (2021)” in the Royal Gazette on 24 December 2021. These notifications, that repeal a set of old notifications established in 2009, prescribe energy performance standards for different types of buildings as well as related technical standards. The notifications have been effective from the date of publication in the Royal Gazette.

Scope:

The notification specifies standards for four following fields;

1. Thermal Transfer of Building Envelope System

Overall Thermal Transfer Value (OTTV) into a building with air-conditioning of each building type must not be greater than the following value:

2. Lighting Power Density

The lighting power density (LPD) of each building type must not be greater than the following value:

3. Energy Efficiency Ratio of Air Conditioning System

For air-conditioners with a capacity of less than 12,000 watts, the Seasonal Energy Efficiency Ratio must be under the current Label No. 5 Certification Criteria (minimally) of the Electricity Generating Authority of Thailand. The water cooler of a vapor-compression air-conditioning system must have an electric power per Ton of Refrigeration not greater than the value specified in the notification.

 

4. Minimum Efficiency and Minimum Coefficient of Performance of Water Heater

Water heaters installed in buildings must have the minimum efficiency and minimum coefficient of performance specified in the notification.
