Environmental standard for Soil and Groundwater has been established under Enhancement and Conservation of National Environmental Quality Act, B.E. 2535 (1992).

In 2016, Ministry of Industry established “Ministerial Regulation B.E. 2559 (2016): Soil and Groundwater Contamination Control in Factory Area” under Factory Act, B.E. 2535 (1992). The ministerial regulation and its subsidiary notification “Notification of Ministry of Industry: Criteria on contamination in soil and groundwater, the examination of soil and groundwater quality, information including making the report of the result of soil and groundwater quality examination B.E. 2559 (2016)” requires 12 types of industries to monitor concentration of contaminants in soil and groundwater and report testing results to Ministry of Industry periodically. In case the results exceeded the standard prescribed in the Notification, the factory shall make a technical plan to mitigate environmental impact or to remediate the site with investment cost estimation.
