On November 21, 2025, India officially replaced 13 legacy labor laws (including the Factories Act, 1948) by activating the Occupational Safety, Health and Working Conditions (OSH) Code. To make this law enforceable, the Ministry of Labour and Employment published the final OSH Central Rules on May 8, 2026, introducing strict, digital-first compliance benchmarks across the country. While India had a foundational basis for its modern labor framework on November 21, 2025, the transition to the final OSH Central Rules on May 8, 2026, completely stripped away the initial grace periods to enforce immediate, digital-first compliance. Moving from the broad 2025 legal outline to the strict 2026 rulebook meant that transition cushions for issuing appointment letters were eliminated, employee classifications (Regular vs. Fixed-Term) became rigidly standardized, and all registrations, licensing, and accident reporting were legally forced into a mandatory, paperless online portal. In this seminar we will dive into these changes from 2025 to 2026 and understand digital first compliance in detail.
