Description

With the global tightening of PFAS regulations under the Stockholm Convention (POPs), compliance with Japan’s Chemical Substances Control Law (CSCL) is a critical business requirement for overseas manufacturers exporting to the Japanese market. Under the CSCL, in addition to PFOS and PFOA, newly regulated substances such as PFHxS and LC-PFCA (effective 2026) are designated as Class I Specified Chemical Substances, and their import into Japan is strictly prohibited or restricted.

This presentation outlines the fundamental CSCL assessment flow essential for suppliers outside Japan, explaining how to verify regulatory exemptions and distinguish between “Existing” and “New” chemical substances before exporting.

Furthermore, we will analyze common compliance failures that originate overseas and result in legal violations for Japanese importers. Key case studies include:

  • Blind Spots in Composition Disclosure: Cases where outdated Safety Data Sheets (SDS) or unnotified manufacturing changes led to the unintentional import of unregistered new chemical substances present as impurities (1% or more), resulting in severe illegal import penalties in Japan.
  • Pitfalls in Volume Management: Instances where actual shipped quantities exceeded invoiced amounts, causing Japanese importers to unintentionally breach the strict legal volume limits of CSCL exemption programs (e.g., Small Quantity Exemption).

By highlighting those practical risks, this session emphasizes the necessity of transparent composition disclosure, precise shipment volume management, and seamless collaboration with Japanese partners to ensure robust compliance across the international supply chain.
