Thailand Introduces New Licensing Regime for Wastewater Treatment System Controllers and Service Providers

Section 70 of the Enhancement and Conservation of National Environmental Quality Act B.E. 2535 (1992) requires owners or operators of certain pollution sources to install or provide wastewater treatment systems and to appoint a person responsible for controlling and supervising such systems.

In addition, Section 73 of the Act requires wastewater treatment system controllers and wastewater treatment service providers to obtain a license from the relevant local authority before commencing operations.

To implement these requirements, the Ministry of Natural Resources and Environment issued the Ministerial Regulation on Wastewater Treatment System Controllers and Wastewater Treatment Service Providers B.E. 2567 (2024), which came into effect on 24 July 2025. The key provisions of the regulation are summarized below.
