On August 26, the Thai Cabinet approved the “International Carbon Credit Guideline,” establishing a framework for utilizing carbon credits generated in Thailand toward other countries’ greenhouse gas (GHG) reduction targets. The guideline modernizes Thailand’s existing carbon credit management mechanisms and aligns domestic practices with international systems, including Articles 6.2 and 6.4 of the Paris Agreement. It also clarifies the roles of relevant government agencies and sets forth procedures for project approval and corresponding adjustments. A summary follows.
Designation of National Authority and Registry Administrator
Under the new framework, the following entities were designated:
- Department of Climate Change and Environment (DCCE): Appointed as Thailand’s designated national authority (DNA) for international carbon credit transfers. DCCE coordinates with foreign counterparts and issues authorizations for credits to be used abroad.
- Thailand Greenhouse Gas Management Organization (TGO): Manages the carbon credit registry, recording issuance, and transfers. TGO also liaises with supervisory bodies under Article 6.4 and other international standard-setting organizations.
