Vietnam Publishes Resolution on Delegating Authority, Reducing, and Streamlining Administrative Procedures 
On May 18, 2026, the Government of Vietnam issued Resolution No. 66.18/2026/NQ-CP on decentralization, reduction, and simplification of administrative procedures and business conditions. Effective from July 1, 2026, to February 28, 2027, the central objective of the Resolution is to shift the regulatory management approach from “pre-inspection” (ex-ante) to “post-inspection” (ex-post), delegate authority to local governments and enterprises, and enhance the self-responsibility of project investors.
Detailed provisions on the delegation, reduction, and simplification of administrative procedures within the managerial scope of the relevant ministries and agencies are set forth in Annex I attached to the Resolution.

Thus, as of July 1, 2026, in the field of fire prevention, firefighting, and search & rescue, only three administrative procedures will remain under the authority of provincial-level Public Security Departments:
- Review of fire safety designs.
- Approval of modified fire safety designs (applicable when designs are altered during construction for investment projects or vehicles that have received a design approval certificate but have not yet obtained final acceptance approval).
- Issuance of operating permits for fire protection and rescue vehicles.
The elimination of formal fire safety acceptance inspections does not imply a relaxation of fire safety requirements. Structures must still fully comply with regulations regarding design, design review, construction, and operation, and remain legally responsible for meeting fire safety conditions..
