Japan’s Ministry of the Environment Publishes 2026 Sustainable Finance Guidelines

On August 7, 2026, Japan’s Ministry of the Environment (MOE) published “the Green Bond Guidelines and SustainabilityLinked Bond Guidelines (2026 Edition)” and “the Green Loan and SustainabilityLinked Loan Guidelines (2026 Edition)” (collectively, “the Guidelines”) as common practical guidelines for appropriately and soundly expanding Japan’s sustainable finance market. Although the Guidelines are not legally binding, they aim to balance reduced burdens on fundraisers with the prevention of greenwashing—that is, claiming environmental benefits where none exist or where raised funds are not properly allocated to environmental projects.
