Thailand Overhauls Used Tire Import Regulations

The Thailand Ministry of Commerce published a notification on June 23, 2025, titled “Ministry of Commerce Notification: Regulations Designating Used Tires as Prohibited Import Items or Items Requiring Permits and Compliance with Laws and Regulations for Import into Thailand in the Year 2568 of the Buddhist Era (2025).” This replaces the previous notification issued in 2013 under the same title. The new regulation took effect 30 days after its promulgation.

 

The main requirements of this notice are as follows:

 

Prohibited Imports

The following items are newly banned from import into Thailand:

  • Retreaded or used tires for automobiles under HS codes 4012.11.00 and 4012.20.10
  • Retreaded or used tires for motorcycles under HS codes 4012.19.49 and 4012.20.40
  • Retreaded or used tires for bicycles under HS codes 4012.19.49 and 4012.20.50
  • Tire scrap, cut fragments, and unusable raw materials derived from the above categories under HS code 4004.00.00

 

Imports Requiring Licensing and Compliance

The following items may be imported only with a permit and in compliance with relevant laws:

  • Used tires for buses and trucks under HS codes 4012.20.21 and 4012.20.29
  • Scrap, cut fragments, and unusable raw materials derived from these tires under HS code 4004.00.00

Note: These items may be imported solely for retreading within Thailand and subsequent export.
