Thailand strengthens BOD-COD online monitoring of industrial effluent

Thailand Department of Industrial Works (DIW), Ministry of Industry published “Notification of the Department of Industrial Works prescribing the Criteria for the Approval of a Factory with a Wastewater Treatment System Requiring the Installation of Special Equipment or Tools and Additional Equipment or Tools (No. 2), B.E. 2565 (2022)” in the Royal Gazette on 3 October 2022. In Thailand, a factory with effluent discharge exceeding 500 cubic meters per day is required to install continuous monitoring equipment to report its effluent discharge online with computer network system of Department of Industrial Works though factories without effluent discharge and factories sending off its wastewater to central wastewater treatment plant are not required to install such equipment.

The notification requires target factories to calculate a deviation of BOD and/or COD measuring equipment by comparing laboratory testing results. The deviation shall be reported to DIW at least twice a year while the relevant information, facts, documents and records shall be kept for at least one year.

The notification has come into force since 4 October 2022 and 120 days of grace period is given to factory operators.
