The Department of Energy Business, the Ministry of Energy of Thailand, announced “Notification of Department of Energy Business: Criteria and Procedures of Installation of Liquefied Petroleum Gas Leak Detector for a Liquefied Petroleum Gas Filling Facility Classified as a Gas Filling Plant B.E. 2565 (2022)” in the Royal Gazette on 16 March 2022. The notification sets out standards for the installation of the LPG leak detector required at a gas filling plant.
Requirements
Liquefied petroleum gas filling facilities classified as gas filling plants shall have the following characteristics and installation procedures:
- The liquefied petroleum gas leak detector must be the type that can be used in hazardous zones for liquefied petroleum gas, specifically under the Ministerial Regulation on the Electrical System and Lightning Protection System of Liquefied Petroleum Gas Business Establishment.
- Installation must meet the standards of the Engineering Institute of Thailand under H.M. the King’s Patronage on Electrical Installation for Thailand and it must be approved by the Department of Energy Business. A liquefied petroleum gas leak meter of liquefied petroleum gas leak detector must be installed at a height from the ground of not more than 30 centimeters.
- The installation of a liquefied petroleum gas leak detector must be able to display a detection result in the event of a liquefied petroleum gas leak.
Installation of liquefied petroleum gas leak meter of liquefied petroleum gas leak detector shall be installed at the following areas:
- For areas with liquefied petroleum gas storage and feed tanks, a liquefied petroleum gas leak meter must be installed near the center of the liquefied petroleum gas storage and feed tanks, covering pumps and gas inlets from the liquefied petroleum tank.
- For liquefied petroleum gas filling buildings, a liquefied petroleum gas leak meter must be installed near the center of gas outlets filled in the liquefied petroleum tank.
- For liquefied petroleum gas storage buildings, a liquefied petroleum gas leak meter must be installed near the liquefied petroleum gas tanks.
A liquefied petroleum gas filling plant must be installed with at least one liquefied petroleum gas leak detector at the locations of liquefied petroleum gas storage and feed tanks and liquefied petroleum gas storage buildings. The number of liquefied petroleum gas leak detectors must be sufficient for security.
