Thailand Thailand amended rules for factory operation in industrial estates

to strengthern enforcement of environmental requirements

On 1 September 2020, the Industrial Estate Authority of Thailand (IEAT) announced “Regulations of the Board of Directors of the Industrial Estate Authority of Thailand: Governing Rules, Procedures and Conditions for Business Operations in Industrial Estates (No. 6) B.E. 2563 (2020)” in the Royal Gazette. The objectives of the regulation are;

  • To apply amendment of Factory Act in 2019 to factories located in industrial estates
  • To revise requirement related to PSM (Process Safety Management) and
  • To strengthen enforcement of environmental requirements.

 

Amendment of Factory Act in 2019 abolished the renewal system of factory licensing. Factory located in industrial estates would no longer necessary to renew operation licenses. The self-declaration and third-party auditing system of the factory, which was also introduced by the amendment to balance the benefit of the business operator and environmental concerns, would be implemented in industrial estates.
