Thailand partially revises regulations on mandatory installation of air pollution measurement equipment for certain industries

On August 8, 2024, the Ministry of Industry (MOI) of Thailand promulgated MOI Notification on the 2nd version of the Regulations Requiring Factories to Install Special Tools or Equipment for Reporting Air Pollution from Factory Chimneys B.E. 2567 (2024) (hereinafter referred to as the "2024 Notification") in the official gazette. The 2024 Notification, which became effective on the next day, amends some articles of the previous version thereof promulgated in 2022 (hereinafter referred to as the "2022 Notification").

 

Under the 2022 Notification, factories belonging to 13 specified industries are required to install a Continuous Emission Monitoring System (CEMS) to measure air pollutants and air quality prior to releasing exhaust through their chimneys, and to transmit the CEMS measurement data to the computer network of the Department of Industrial Works (DIW). The pollutants to be measured are specified for each industry in the Annex of the 2022 Notification.
