Thailand announces effluent standard for SMEs

Thailand announced “Notification of the Ministry of Natural Resources and Environment Prescribing Standard for Controlling Wastewater from Small Establishments Manufacturing or Providing Some Types of Products or Services B.E. 2564 (2021)” in the Royal Gazette on 26 February 2022. The notification sets out an effluent standard for SMEs under the Enhancement and Conservation of National Environmental Quality Act, B.E. 2535 (1992). The notification has been effective from the next day of the publication in the Royal Gazette.

Target business:

Small Establishments Manufacturing or Providing Products or Service are defied as small enterprises under laws on SMEs promotion or operations that are harmful to health under the Public Health Act using machines with a total power of 5 horsepower but less than 50 horsepower or equal or with labor from 7 people to 50 people with or without machines as prescribed in the Appendix. Appendix lists following business;

Group 1 of Small Establishments Manufacturing or Providing Products or Services
(1)      Animals’ skin and wool fermentation and tanning

(2)      Metal coating

(3)      Automobile polishing, coating, or car care

(4)      Paper production

(5)      Fabric printing and other types of textile

(6)      Fabric dyeing, bleaching, color etching, or other types of textile

Group 2 of Small Establishments Manufacturing or Providing Products or Services
(1)      Animals’ skin, ligament, or marrow boiling

(2)      Production of utensils or other products from shells, bones, horns, wool, or other parts of animals through boiling, steaming, drying, burning, or any method that is not for use as food.

(3)      Production of curry paste, instant chili paste, bean paste, sweet soybean, dipping sauce, or all types of seasoning sauce

(4)      Production of fermented food from animals and fermented food from vegetables, fruits, or other plants

(5)      Meatballs production

(6)      Production of noodle, rice vermicelli, tofu, tofu pudding, grass noodle, Chinese noodle, meat analog, and other similar products

(7)      Production of liquor, beer, wine, vinegar, sweet fermented rice, fermented palm juice

(8)      Production of soft drinks, soda, vegetable and fruit juice, beverages contained in cans, bottles, or other containers

(9)      Production of food contained in cans, bottles, or other containers

(10)   Aquatic animals shelling, cutting, and washing that is not a part of the cold storage business

(11)   Raw rubber washing, drying, and fumigation

(12)   Production of plant fibers

(13)   Laundry
