Indonesia sets MEPS and energy labels for air conditioners

On August 16, 2021, the Decision of the Minister of Energy and Mineral Resources No.113/2021 on Minimum Energy Performance Standards and Energy Efficiency Labels for Air Conditioners were established in Indonesia. The Decision will come into effect 12 months after the date of establishment. This Decision is subordinate to the Regulation of the Minister of Energy and Mineral Resources No. 14/2021 on Application of Minimum Energy Performance Standards to Energy Consuming Equipment and defines the scope of regulated products, exemptions, test methods, design of the energy-efficiency label, energy efficiency rating criteria, MEPS, and others. Energy efficiency labels indicate the products’ energy performance, starting from one star corresponding to MEPS, and going up to five stars. Energy efficiency labeling on imported products must be completed in the country of origin.

Mandated reporting to the regulatory body

For the controlled air conditioners, the following information must be compiled and submitted to the Directorate General of New and Renewable Energy and Energy Conservation (EBTKE) every three months.

  1. Brand name
  2. Type, class, or model
  3. Output or capacity
  4. Quantity

Air conditioners shall be deemed to be of the same type if they:

  • use the same type of compressor;
  • use the same type and amount of refrigerant; and
  • use the same heat exchanger (distiller and condenser) model (i.e., having an identical model number).

 

Scope of the controlled products

The scope of controlled products is as follows:

Air conditioners with HS Code 8415.10.10 or amendments thereto: Single-split wall-mounted air conditioners of inverter or non-inverter type with a maximum cooling capacity of 27,000 BTU/h.

Models for the following sample purposes are exempted from the regulatory control.

  1. Samples for energy efficiency test: up to 2 units
  2. Samples for Indonesian National Standard (SNI) safety test: up to 5 units
  3. Samples for exhibition: up to 5 units
  4. Samples for research: up to 5 units
  5. Samples for other needs (not subject to transactions): up to 5 units

 

MEPS

Under this Decision, the energy efficiency of air conditioners is calculated as Cooling Seasonal Performance Factor (CSPF). The MEPS is set at CSPF=3.10 W/W.

 

Energy Efficiency Label

The design of the energy efficiency label is as shown below. The grading of the product energy performance starts from one star corresponding to MEPS, and goes up to five stars. In addition to the energy efficiency value, the label shall include the product model (indoor and outdoor units), capacity, output, and registration number. Energy efficiency labeling must be completed in the country of the origin.

Transition period

The energy efficiency certificates and permissions for displaying the energy efficiency mark for air conditioners that have already been issued under the past regulations shall remain valid until the expiration date of the certificate. However, for energy efficiency labeling requirements, the latest rules provided in the Decision must be observed.

Under this Decision, the energy efficiency of air conditioners is calculated as Cooling Seasonal Performance Factor (CSPF). The MEPS is set at CSPF=3.10 W/W.
