Bali, Indonesia Bans Production and Distribution of Beverage Containers Under 1 Liter

On April 2, 2025, the Bali provincial government issued and immediately enforced Directive No. 9 of 2025 on the Bali Clean Waste Movement, which bans the manufacture, distribution, and provision of beverage containers under 1 liter in Bali. Additionally, it imposes broad waste management obligations on businesses and offices, requiring alternative product usage and improved disposal methods. The directive also sets waste management requirements for educational institutions, markets, and places of worship.

Since July 2019, Bali has already prohibited single-use plastic items, including plastic bags, straws, and polystyrene, where with this new directive beverage containers have been added to the list of banned products.

 

General Prohibitions

  • Manufacture, distribution, and provision of single-use plastic beverage containers under 1 liter in Bali
  • Illegal waste disposal in public areas or locations where it may contaminate water sources
  • Community shall oversight responsibilities regarding waste management and single-use plastic regulations

 

Requirements for Offices (Private and Government) and Businesses (Hotels, Shopping Centers, Restaurants, Cafes):

  • Establish a waste management unit
  • Avoid using single-use plastics (bags, straws, polystyrene, plastic products/containers) and adopt environmentally friendly alternatives, including reuse and refill systems
  • By January 1, 2026, separate waste at disposal into organic, inorganic, and residual waste, while ensuring inorganic waste is processed as recyclable material through collaboration with recycling companies
  • (Businesses only) Provide temporary waste storage facilities
  • (Businesses only) Report implemented waste management measures to the provincial and municipal governments
