Philippines Publishes Energy Efficiency Roadmap to 2050

In the Philippines, on January 27, 2023, drafts of the National Energy Efficiency and Conservation Plan (NEECP) and the Energy Efficiency and Conservation Roadmap (2023-2050) were published, and comments were solicited.  The NEECP provides a comprehensive framework for the institutionalization of the Energy Efficiency and Conservation Act (RA 11285), as well as sector-specific energy conservation strategies and emission reduction targets. On the other hand, the Energy Efficiency and Conservation Roadmap shows strategic actions for energy conservation by sector in the short, medium and long term, in line with NEECP. The deadline for submission of comments is February 10, 2023.

National Energy Efficiency and Conservation Plan (NEECP)

The NEECP consists of the following elements, based on the elements mentioned in RA 11285:

  3. Governance
  4. Objectives by Sector
    4.2.1 Domestic sector
    4.2.2 Commercial sector
    4.2.4 Industrial sector
    4.2.5 Transportation sector
  5. Sectoral and Intersectoral Programs
    5.3: Philippine Energy Labeling Program (PELP)/Minimum Energy Performance for Products (MEPP)
    5.6: Fuel Efficiency Standards
  6. Monitoring and Evaluation Framework

 

The sector-specific targets (4.) show, for each sector, energy consumption status, past and ongoing energy conservation strategies, and emission reduction target projections (short-term (2023-2025), medium-term (2026-2030), and long-term (2031-2050)) based on energy conservation programs implemented in the sector. In addition, the Sectoral and intersectoral programs (5.) describe the current status of energy conservation programs based on the Energy Efficiency and Conservation Roadmap (2023-2050), such as PELP and the development of fuel efficiency labels. According to the plan, in the future, motors and other industrial equipment (such as transformers) may also be included in the PELP.

 

Energy Efficiency and Conservation Roadmap (2023-2050)

In order to implement the main provisions of RA 11285, the existing energy efficiency and conservation roadmap “Philippines Energy Efficiency and Conservation Roadmap (2017-2040)” has been revised, and shows the strategic actions for each sector in the short, medium and long term in accordance with NEECP, explanations, and steps toward implementation. The main strategic actions are as follows:
