China seeks public comments on proposed ban on production of polyurethane products using hcfc-141b as blowing agent

On June 27, 2025, China’s Ministry of Ecology and Environment (MEE) published a draft notice titled “Announcement on the Ban on the Production of Polyurethane Products Using 1,1-Dichloro-1-Fluoroethane (HCFC-141b) as a Blowing Agent” on its official website, initiating a public comment period that runs until July 18, 2025. This draft notice was formulated to fulfill the obligations under the Montreal Protocol, in accordance with the relevant provisions of the Regulation on the Administration of Ozone-Depleting Substances and China’s HCFC phase-out management plan for the polyurethane foam industry.
