Philippines Enacts Regulations on Prohibiting Gender Discrimination in Employment Conditions

On April 21, 2025, the Philippines issued Department Order No. 251-25: Implementing Rules and Guidelines of Article 133 (formerly Article 135) of the Labor Code, as Amended by Republic Act No. 6725 (hereinafter, the Order). The Order will take effect 15 days after its publication in a general newspaper.

The Order establishes detailed regulations to implement Article 133 of the Labor Code, which prohibits discrimination against female workers. Upon its enactment, the previous Department Order issued on January 16, 1990, governing the implementation of Article 133 (135), will be rendered null or revised.
