Philippines Enacts Administrative Order Providing Guidelines for EPR Compliance Audit Reports for Plastic Containers and Packaging

The Department of the Environment and Natural Resources (DENR) Administrative Order No. 2024-04 “Compliance Reporting and Audit Guidelines for Republic Act No. 11898 or the Extended Producer Responsibility Act of 2022” was enacted in the Philippines on April 22, 2024. The purpose of this Administrative Order is to provide interim guidance and templates to subject operators* (Obliged Enterprises, Collectives, PROs) on complying with EPR compliance auditing and reporting requirements until DENR develops standards for EPR compliance auditing and reporting and auditor accreditation rules and procedures based on the implementation rules of the Extended Producer Responsibility (EPR) Act. The Administrative Order shall enter into force 15 days after its promulgation in a general paper and upon submission to the Office of the National Administrative Register (ONAR).
