Philippines publishes draft guidelines for business license applications for household hazardous products

On September 8, 2023, the Food and Drug Administration (FDA) of the Philippines published a draft FDA circular entitled “Guidelines on the Filing and Submission of Applications for the Licensing of Household/Urban Hazardous Substances (HUHS) Establishments through the Food and Drug Administration (FDA) eServices Portal System” and began soliciting opinions. The FDA has recently moved its filing services for various products to a single platform, the FDA eServices Portal System. This draft circular transfers the application for a License to Operate (LTO) for HUHS products, which was previously conducted through the FDA online portal “E-Portal V.2”, to the “FDA eServices Portal System.”  The deadline for submission of opinions is September 27, 2023.
