- Off-Site Oversight: Expanding non-tactical, routine supervision through off-site inspection methods and digital monitoring tools.
- Fraud Crackdown: Strictly penalizing and cracking down on the falsification of self-monitoring data and related violations.
Escalating Action on Emerging Contaminants
To address new environmental risks, the plan coordinates national and regional monitoring networks to execute joint monitoring of emerging contaminants alongside traditional pollutants, targeting key substances such as persistent organic pollutants (POPs), endocrine disruptors, antibiotics, and microplastics, among other emerging hazards. Specific action items include:
- Targeted Industry Monitoring: Conducting targeted monitoring of emerging contaminants within representative industrial enterprises, industrial parks, and surrounding ecosystems to enable rapid environmental risk assessments.
- Technical Framework Enhancement: Improving the technical infrastructure for emerging contaminant monitoring, upgrading analytical and quality control capabilities, and advancing research into screening and identification technologies.
