Taiwan MOENV Announces 3 Chemical Substances Subject to Registration of “Hazard Assessment Reports” and “Exposure Assessment Information”

On August 18, 2026, the Chemicals Administration of Taiwan’s Ministry of Environment (MOENV) announced three chemical substances for which “hazard assessment information” and “exposure assessment information” must be submitted by December 31, 2027, pursuant to the provisions of the “Regulation on New and Existing Chemical Substances Data Registration.” The aforementioned three chemical substances include “carbon black (CAS Reg. No.: 1333-86-4),” “4,4′-methylenediphenyl diisocyanate (CAS Reg. No.: 101-68-8),” and “silicon carbide (CAS Reg. No.: 409-21-2).”

Article 18, Paragraph 2 of the aforementioned “Regulation on New and Existing Chemical Substances Data Registration” stipulates: “After obtaining the completion code for standard registration of the existing chemical substance specified in the preceding paragraph, the registrant shall register the data items listed in Appendix 4 voluntarily or by the deadline designated by the central competent authority.” Appendix 4 of the regulation details items pertaining to “hazard assessment information” and “exposure assessment information.” Based on these provisions, the Chemicals Administration of the Ministry of Environment selected the three chemical substances and requires the registration of hazard and exposure assessment information by the designated deadline of December 31, 2027.

Substances Subject to Registration

The chemical substances required to register “hazard assessment information” and “exposure assessment information” by the designated deadline (December 31, 2027) are the following three:

• Carbon black (CAS Reg. No.: 1333-86-4)
• 4,4′-Methylenediphenyl diisocyanate (CAS Reg. No.: 101-68-8)
• Silicon carbide (CAS Reg. No.: 409-21-2)

Businesses Required to Submit Information

Target entities are businesses whose volume tier for the three chemical substances falls under “Tier 2” to “Tier 4” of standard registration and that have already obtained a standard registration completion code.

Submission of “Hazard Assessment Information”

• If a business reviews the model hazard assessment information provided for the three designated substances, agrees to its contents, and adopts the model, submission of separate “hazard assessment information” is not required.

• If a business does not agree with the contents of the model, it must complete a questionnaire by December 31, 2026 (Questionnaire form: https://forms.gle/9j2tueZvbTAT1hiS8), and prepare and submit hazard assessment data by December 31, 2027.

Submission of “Exposure Assessment Information”

Target businesses must update or supplement registered data and exposure assessment items by the deadline. For the three substances, if actual manufacturing, formulation, or use is occurring—or anticipated to occur—an “Exposure Scenario Description” must also be submitted. Other exposure assessment information (exposure estimation and risk characterization descriptions) is not required at this stage.

Reference Information

The Chemicals Administration of the Ministry of Environment is once again urging relevant companies to submit the required information by the designated deadline of December 31, 2026, for the four chemical substances (antimony trioxide, sulfuric acid, toluene, and zinc oxide) designated for hazard assessment reports and exposure assessment information registration in an October 2025 announcement. Article 18 of the “Regulation on New and Existing Chemical Substances Data Registration,” revised in November 2021, stipulates the following regarding existing chemical substance registration: “When registration of the data items specified in Appendix 3 is completed, the central competent authority shall issue a standard registration completion code for the existing chemical substance. After obtaining the standard registration completion code for the existing chemical substance specified in the preceding paragraph, the registrant shall register the data items listed in Appendix 4 voluntarily or by the deadline designated by the central competent authority.” Appendix 4 of the regulation explicitly specifies the concrete information to be registered regarding “hazard assessment information” and “exposure assessment information.”

After collecting and analyzing publicly available information on chemical substances worldwide, Taiwan’s Ministry of Environment is expected to continue requesting additional information from relevant registrants for chemical substances with insufficient data. Looking at the Ministry’s past trends, candidate lists of targets may be published in advance; therefore, to ensure adequate preparation time, companies are advised to regularly check the latest updates released by the Ministry of Environment.

Furthermore, according to information from the Ministry of Environment, high-risk substances identified through information collected under this framework will be announced as “Toxic Chemical Substances” or “Substances of Concern,” and subject businesses will be required to comply with requirements under applicable laws and regulations. Consequently, because chemical substances subject to requests for “hazard assessment information” and “exposure assessment information” may eventually be regulated as “Toxic Chemical Substances” or “Substances of Concern,” close monitoring of the Ministry’s developments is warranted.
