China MIIT Launches Traction Battery Traceability Platform

According to an announcement from the Ministry of Industry and Information Technology (MIIT) of China, a meeting marking the official launch of the “National New Energy Vehicle Traction Battery Traceability Information Management Platform” was held in Tianjin on March 31, 2026. This platform was established to fulfill the “Information Management” requirements outlined in Chapter 5 of the Provisional Measures for the Administration of Recycling and Utilization of Waste Traction Batteries from New Energy Vehicles, which went into effect on April 1, 2026.

With the platform now operational, all enterprises involved in the traction battery supply chain are required to upload data regarding the entire life cycle of the batteries—including production, vehicle installation, sales, decommissioning, recycling, and reuse. The platform achieves full-process traceability by utilizing unique identification codes (IDs) for each traction battery unit.

 

About the National NEV Traction Battery Traceability Platform

This platform replaces the previous “National Monitoring and Traction Battery Recycling and Traceability Integrated Management Platform.” Compared to the legacy system, the new platform expands the scope of reporting entities, increases the detail of required data, and features an upgraded reporting interface.

Target Enterprises and Reporting Obligations

In principle, only enterprise registered within the PRC is subject to these requirements. For imported batteries or imported vehicles, the importer bears the legal responsibility for reporting.

Life Cycle Stage Reporting Entity Reporting Content and Deadline
Production Battery Manufacturers
  •  Transfer information about waste batteries and battery scrap (within 15 days of dispatch).
  •  Information on recycling service outlets (within 30 days of establishment/change).
  • Inbound/outbound records for collected waste batteries (within 15 days).
Sales NEV Manufacturers, Importers
  •  Battery dismantling technical info (within 6 months of product entry announcement/CCC certification).
  •  Vehicle and battery data (within 20 days of issuing certificates of conformity or customs clearance).
  •  Sales date information (within 40 days of vehicle registration).
  • Transfer info for waste batteries/scrap (within 15 days).
  •  Recycling outlet info (within 30 days of establishment/change).
Repair Auto Repair Enterprises
  •  Report to the affiliated vehicle manufacturer or directly log battery exchange info on the platform (within 40 days of exchange).
Exchange Battery Swapping Operators
  •  Final battery exchange data for the previous month (by the 15th of each month).
  • Transfer info for waste batteries (within 15 days of dispatch).
Dismantling End-of-Life Vehicle (ELV) Dismantlers
  • Report information in accordance with the Implementation Rules for the Administrative Measures on the Recovery of ELVs.
Utilization Comprehensive Utilization Enterprises (Recyclers)
  • Inbound records for waste batteries (within 30 days of receipt).
  • Inbound/outbound records for recycled products (within 30 days).

*Note: All deadlines are calculated on calendar days (including weekends and public holidays).

 

Penalties for Non-Compliance

Under Article 39 of the Provisional Measures for the Administration of Recycling and Utilization of Waste Traction Batteries from New Energy Vehicles, regulated enterprises that refuse to report information, provide false data, or fail to comply with correction orders from relevant authorities may face:

  • For Enterprise: A warning or a fine of up to 30,000 RMB (approx. 4,200 USD).
  • For the Directly Responsible Individual: A fine of up to 10,000 RMB (approx. 1,400 USD).
