China publishes draft list of chemicals to add to list of priority-controlled chemicals to seek comments

On Nov. 19, 2025, China’s Ministry of Ecology and Environment published a draft list of chemicals to add to the list of priority-controlled chemicals (“priority chemicals”). The new list will be the third installment of the priority chemical list. The ministry accepted comments on the draft through Dec. 2, 2025.

The draft contains 24 chemicals, which are produced or used mainly in the petrochemical, plastic, rubber, pharmaceutical, textile, dye, paint, agrochemical, leather and electroplating industries. The draft and the explanatory document accompanying it do not make clear whether finished products would be subject to the regulations.
