Vietnam approves Hydrogen Energy Development Strategy through to 2030

On February 7, 2024, the Vietnamese government promulgated Decision No. 165/QD-TTg on approving Vietnam’s Hydrogen Energy Development Strategy through to 2030, with a vision toward 2050 (hereinafter referred to as the Decision). The strategy aims to establish an ecosystem based on renewable energy for the production, storage, transportation, supply, use, and export of hydrogen energy in order to achieve net zero by 2050.

 

Under the Decision, specific targets regarding the production and use of hydrogen energy are set as follows:

Production of hydrogen energy Achieving an annual production of one 100,000 to 500,000 tons of hydrogen from renewable energy and other carbon capture processes. Achieving an annual production of 10 to 20 million tons of hydrogen from renewable energy and other carbon capture processes.
Use of hydrogen energy Electricity Production

Promoting research and pilot implementation of co-firing of gas and hydrogen, or coal and ammonia at gas and coal power plants to implement fuel switching to hydrogen-derived energy.

Electricity Production

Promoting fuel switching at gas power plants, liquefied natural gas (LNG) power plants that use hydrogen, and coal power plants that use ammonia, in accordance with the National Electricity Development Plan through to 2030 with a vision toward 2050.

Traffic and Transportation

Promoting research and pilot use of hydrogen energy for public transportation and long-distance transport vehicles.

Traffic and Transportation

Promoting the transition to hydrogen energy and hydrogen-derived fuel-based transport modes, in accordance with the Green Transformation Roadmap for the traffic and transportation industry.

Industry

Promoting the pilot use of green and low-carbon emitting hydrogen energy and hydrogen-derived fuel in oil refining, and production of fertilizer, steel, and cement.

Industry

Promoting the complete transition to hydrogen energy use for carbon removal in oil refining, and production of fertilizer, steel, and cement.

 

To achieve the targets outlined in the Decision, the following institution and policy developments are required.

  • To introduce provisions on the development of renewable energy, including hydrogen energy in the upcoming amendment to the Electricity Law;
  • To establish a legal framework for the transition to production and use of hydrogen energy from fossil energy;
  • To develop regulations on approving investment projects for hydrogen and ammonia production using renewable energy sources including solar power and wind power;
  • To develop and promulgate preferential programs, in terms of tax, cost, and land, to promote the development in hydrogen energy fields; and
  • To amend and complement the National Technical Regulation (QCVN) on hydrogen energy so that it would be compatible with international standards.
