Vietnam Officially Announces Recycling Fee Constants for EPR Regulations

On February 28, 2025, Vietnam's Ministry of Natural Resources and Environment issued Circular 07/2025/TT-BTNMT, amending and supplementing Circular 02/2022/TT-BTNMT, which provides implementation details for various articles of the Law on Environmental Protection (72/2020/QH14). This new circular includes provisions related to Extended Producer Responsibility (EPR) for product and packaging recycling and waste treatment. One of its key aspects is the establishment of recycling fee constants, which determine the amount payable to the Environmental Protection Fund.
