Vietnam Publishes Notification on Export-Import Management of Products Containing Industrial Precursors

On April 10, 2025, Vietnam’s Ministry of Finance and General Department of Customs issued Notification No. 1546/CHQ-GSQL on the export-import management of products containing industrial precursors (hereafter referred to as "the notification"). The notification serves as a response to Official Document No. 1280/C04-BCA, released by the Ministry of Public Security’s Department of Drug Crime Investigation (C04) on April 1, 2025. The notification pertains to export-import procedures for certain chemical products that are exempt from regulation under Decree No. 113/2017/ND-CP (partially amended by Decree No. 82/2022/ND-CP, dated October 18, 2022). These products (hereafter referred to as "goods") contain industrial precursors listed in Annex IVB of Decree No. 57/2022/ND-CP, which provides details on the Law on Drug Prevention and Control.
