Vietnam promulgates circular on guidance for GHG inventory preparation in forestry sector

On December 23, 2023, the Ministry of Agriculture and Rural Development of Vietnam promulgated Circular No. 23/2023/TT-BNNPTNT on Greenhouse Gas Inventory and Measurement, Reporting and Verification of Greenhouse Gas Reduction in the Forestry Sector (hereafter, the "Circular"), which enters into effect on February 1, 2024. The Circular was enacted as one of the subordinate laws and regulations of Decree No. 06/2022/ND-CP Providing Regulations on Reduction of Greenhouse Gas Emissions and Protection of the Ozone Layer. Under this Decree, the agriculture, forestry, and land use sectors are required to conduct greenhouse gas (GHG) inventory, but the target facilities is not yet fully specified in the Prime Minister's Decision No. 01/2022/QD-TTg on the List of Facilities that Must Conduct GHG Inventory. However, this Prime Minister's Decision is currently under revision and it has been proposed to add more specification on who are the target facilities among the agriculture and forestry sectors.
