In the Philippines, in September, 2022, a new version of the draft of the Chemical Control Order (CCO) for Vinyl Chloride (hereinafter referred to as the Draft) was published. The Draft newly adds vinyl chloride as a controlled substance under the Chemical Control Order (CCO), and applies to a wide range of businesses, including importers, distributors, manufacturers, processors, industrial users, transporters, treatment companies, and test facilities. In addition to the requirement that target businesses must register, importers must also obtain an import license. A draft of the “Chemical Control Order for Vinyl Chloride” was also released in February 2022, and prohibited uses were added as the main changes from the February draft.
Exclusions
The use of vinyl chloride as regulated by other laws and regulations is not covered by the Draft. Examples of exemptions include, but are not limited to:
