Philippines issues Memorandum Circular clarifying the scope of requirements under PCL Compliance Certificate

On May 12, 2020, the Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources (DENR) of the Philippines announced the issuance of EMB Memorandum Circular No. 010 of 2020, Clarification to DENR Administrative Order 2007-23 on the Scope of Requirements Under the Priority Chemicals List (PCL) Compliance Certificate. The scope and coverage clarified in this Memorandum Circular is as follows.

Clarification

Scope:

This Order applies to all importer-distributor and importer-user-manufacturers / user-manufacturers of chemicals and chemical substances listed under the Revised Priority Chemical List.

Scope:

This Order shall apply to all importers, distributors, users and manufacturers, or any combination thereof, of chemicals and chemical substances listed under the Revised Priority Chemical List.

The Memorandum Circular shall take effect 15 days after its publication in a newspaper of general circulation and upon acknowledgement of receipt of a copy thereof by the National Administrative Register.
