Philippines Issues TWG Guidelines for Sectoral MEP Development

The Philippine Department of Energy (DOE) issued, on April 23, 2026, implementation guidelines for Technical Working Groups (TWGs) to develop Minimum Energy Performance (MEP) standards across sectors. These guidelines establish the framework for the creation and operation of TWGs responsible for formulating sector-specific MEP standards for all designated establishments (DEs) in the commercial, industrial, and transport sectors. The guidelines were promulgated pursuant to the Energy Efficiency and Conservation Act and Department Circular No. DC2024-08-00241, and take effect 15 days after publication in two newspapers of general circulation or in the Official Gazette. They were published in the Daily Tribune and BusinessWorld on May 8, 2026.
