Philippines Publishes New Regulations on Forest Carbon Credit

On February 24, 2026, the Philippine Department of Environment and Natural Resources (DENR) issued Administrative Order No. 2026‑05, titled Guidelines Governing the Establishment, and Monitoring of Voluntary Forest Carbon Credit Projects in Forest Lands, Protected Areas under the National Integrated Protected Areas System (NIPAS), and Ancestral Lands/Domains. The order was published in a general‑circulation newspaper on February 28 and submitted to the University of the Philippines Law Center on March 2. It will take effect fifteen days after submission. The order aims to promote sustainable forest management by establishing a fair, transparent, and consistent system for forest carbon credits in the Philippines. It is expected to encourage participation from investors and companies in forest carbon credit initiatives.
