Philippines Accelerates Net-metering scheme to promote Renewable Energy

On January 13, 2026, the Philippine Department of the Interior and Local Government (DILG) signed Joint Memorandum Circular No. 001, series of 2026: Streamlined requirements and processing of permits, licenses, andor certifications for Net-Metering applications, together with the Department of Energy (DOE) and the Department of Public Works and Highways (DPWH). The Circular aims to simplify and streamline the application process for installing net‑metering systems in existing residential, commercial, and industrial facilities. “Net metering” allows households and businesses that generate their own electricity—such as through solar panels—to sell excess power back to the grid. The system was introduced in the Philippines under Republic Act No. 9513, known as the Renewable Energy Act of 2008.
