Philippines Issues Circular on Carbon Credits in the Energy Sector

On September 23, 2025, the Philippine Department of Energy (DOE) issued Department Circular No. 2025-09-0018: Providing General Guidelines for the Generation, Management, and Monitoring of Carbon Credits in the Energy Sector. The circular establishes general requirements for generating carbon credits within the Philippines and aims to ensure alignment with initiatives under Article 6 of the Paris Agreement, the pilot implementation of carbon pricing mechanisms, and participation in voluntary carbon markets. The circular takes effect fifteen days after its publication in two newspapers of general circulation.
