India Publishes Guidance Document for Producers under Battery Waste Management Rules

The Central Pollution Control Board of India (CPCB) has published a guidance manual for producers under the Battery Waste (Management) Rules, 2022 on December 27, 2024. The document has detailed the functions of the online EPR portal, including producers’ responsibilities such as fulfillment of recycling targets (purchasing of EPR certificates), filing of annual returns, EPR target generation, reporting of sales data and so forth. The portal, which at the time of its establishment was only limited to registrations, is now enhanced to encompass many more functions after two years since the publication of the rules.

 

Sales Data Reporting

When reporting sales data for batteries, producers will be asked to enter data for each invoice issued, which includes the following information:

  • Invoice serial number
  • Date of sale
  • Battery type and composition
  • Quantity sold

 

EPR Targets Generation & Purchasing of EPR certificates

Producers’ EPR targets are calculated based on annual sales data, where producers may generate the final target through the portal. The targets are further divided into the following 10 types of metals depending on the battery composition, which EPR certificates for each type of metal have to be purchased.

  • Lead
  • Lithium
  • Nickel
  • Manganese
  • Cobalt
  • Aluminum
  • Iron
  • Cadmium
  • Copper
  • Zinc

 

Annual Returns

In the annual returns to be submitted each financial year, producers must report on battery wastes handed over to recyclers (quantity, collection method, recipient name), in addition to annual sales data and progress in meeting the EPR targets. If targets are not fulfilled by the end of the financial year, the amount will be carried over to the next year, hence the report must be submitted even if the targets have not been met. However, once the report has been submitted, sales data and other information provided in the report cannot be edited.

Other than the above, the portal also provides features including: Dashboard showing number of obligated entities in the country, amount of EPR certificates by each type of metal, information on environmental compensation imposed for violations.
