India Drafts Second Amendment of 2025 to the Plastic Waste Management Rules

On June 3, 2025, India’s Ministry of Environment, Forest, and Climate Change (MoEFCC) released the draft of the Plastic Waste Management (Second Amendment), 2025, and is seeking public comments for a period of 60 days. The amendment proposes adjustments to the obligations imposed on producers, importers, and brand owners concerning the use of recycled materials in packaging and reuse targets for Category I packaging (applicable to brand owners only), as well as lowering targets and adding provisions for exemptions.
