Vietnam Issues Circular on Energy Labeling Requirements for Vehicles

On December 31, 2025, the Ministry of Construction of Vietnam issued Circular No. 69/2025/TT-BXD on the display of energy labels for energy‑using equipment under the ministry’s jurisdiction. The circular sets out the list of equipment (transport vehicles) for which energy labeling is mandatory, as well as guidance on the publication and affixing of energy labels.

 

The circular applies to manufacturers, trading establishments, importers, distributors, and retailers, and establishes requirements for the display and management of energy labels on transport vehicles, including passenger cars, motorcycles, and scooters.

Annex I
Energy Label Design and Specifications The circular specifies label formats for the following vehicle categories:

l   Battery electric vehicles (BEVs)

l   Plug‑in hybrid electric vehicles (PHEVs)

l   Full hybrid vehicles (FHEV/MHEV/SHEV, etc.)

l   Vehicles powered solely by internal combustion engines

l   Electric motorcycles and electric scooters

l   External‑charging hybrid motorcycles and scooters

l   Non‑external‑charging hybrid motorcycles and scooters

l   Motorcycles and scooters powered by internal combustion engines

Guidance on Publication and Display of Energy Labels

Companies must submit documentation on the publication of vehicle labels to the Vietnam Register either by mail or electronically. The required documents, as specified in Decree No. 30/2026/ND‑CP on the implementation of the Law on Efficient Use of Energy, are as follows:

  • Technical specifications of the vehicle
  • Test results on energy consumption issued by an accredited testing laboratory
  • Declaration of energy label affixing (using the format in Annex III of the circular)
  • The proposed energy label design

 

Key requirements for energy labels include:

  • The Vietnam Register must publish the vehicle’s energy label information on its electronic portal within five business days of receiving the documentation.
  • Companies must print and affix energy labels in accordance with Annex II, placing them in a clearly visible location. Affixing the label inside a fixed side window or rear window is recommended. If such placement is not possible or visibility is impaired, the label must be affixed in another appropriate location.
  • Foreign energy label certifications for imported vehicles must comply with international treaties to which Vietnam is a party. A supplementary label in Vietnamese must be affixed near the foreign‑language label.
  • Companies must submit an annual report to the Vietnam Register on the affixing of energy labels, using the format in Annex IV of the circular.

 

Effective Date and Transitional Provisions

The circular takes effect on January 1, 2026. Transitional measures include:

  • Vehicles that obtained an energy consumption certificate or a certificate of energy consumption and technical safety/environmental protection before January 1, 2026, may continue using the previous label format until December 31, 2027.
  • Testing laboratories that conducted vehicle energy consumption tests before January 1, 2026, may continue testing until December 31, 2027.
