On-site Insights: Conference on Law on Chemicals 2025 and subordinate legislation in Ho Chi Minh City, Vietnam

On June 10, 2026, the Vietnam Chemical Agency(Vinachemia), Ministry of Industry and Trade) presided over the "Conference on Guiding the Implementation of the 2025 Law on Chemicals and Subordinate Legislation in Ho Chi Minh City".

The event was held within the framework of the Vietnam International Chemical Industry Exhibition 2026 (ChemExpo Vietnam 2026), which took place from June 10 to June 12, 2026, in Ho Chi Minh City. The Conference attracted broad participation from the business community and industry associations (paint, plastics, rubber, etc.) in the Southern region.

The Conference agenda included 03 main thematic reports presented by representatives of the Agency of Chemicals:

  1. Overview of the legal framework in the chemical sector and guidelines for implementing certain provisions of Government Decree No. 24/2026/ND-CP dated January 17, 2026, regulating the lists of chemicals under the scope of the Law on Chemicals.
  2. Guidelines for implementing certain provisions of Government Decree No. 25/2026/ND-CP dated January 17, 2026, detailing and guiding the implementation of several articles of the Law on Chemicals regarding chemical industry development and chemical safety and security.
  3. Guidelines for implementing certain provisions of Government Decree No. 26/2026/ND-CP dated January 17, 2026, detailing and guiding the implementation of several articles of the Law on Chemicals regarding the management of chemical activities and hazardous chemicals in products and goods.

 

In the subsequent session, the Conference focused on an open discussion to directly address and resolve queries from the business community.
