Vietnam Seeks Comments on Draft Amendment to the Decree Detailing the Law on Chemicals 
On 17 August 2026, the Ministry of Industry and Trade issued Official Letter No. 6568/BCT-HC, which solicits comments on the draft decree amending and supplementing certain articles of Decree No. 26/2026/ND-CP. The draft provides details and guidance on implementing certain provisions of the Law on Chemicals regarding the management of chemical activities and hazardous chemicals in products and goods (draft version 2). The draft has been made public, and comments are being sought from members of the Vietnam Chemical Society. As a member of CSV, Enviapac, the local subsidiary of EnviX, has received a copy of this draft.
In general, the draft reflects the provisions set out in Resolution No. 19/2026/NQ-CP (dated 29 April 2026) and Circular No. 26/2026/TT-BCT (dated 20 May 2026), which concern the decentralization and streamlining of administrative procedures within the remit of the Ministry of Industry and Trade. The draft amends, supplements and clarifies the following important provisions:
- Chemicals and chemical-containing products eligible for exemption
- Personnel requirements for the production and trade of conditional chemicals and chemicals subject to special control
- Application documents for obtaining an export or import license for chemicals subject to special control
- Deadline for disclosing information on intended use
- Deadline for submitting annual chemical activity reports
