Philippines Issues Circular Establishing General Requirements for Virtual PPA

On October 29, 2025, the Philippine Department of Energy (DOE) issued Department Circular No. 2025-10-0024: Guidelines on Virtual Power Purchase Agreements. The circular sets out the requirements for virtual PPAs (VPPAs) in the Philippines. It takes effect fifteen days after publication in two newspapers of general circulation. The circular was published on November 7, 2025, in BusinessWorld and the Philippine Star.
