On June 21, 2023, the Department of Energy (DOE) of the Philippines, in collaboration with the U.S. Agency for International Development (USAID), announced the following three programs aimed at facilitating the implementation of various legal requirements for the efficient and sustainable use of energy.

The measures announced this time are part of USAID’s support for the Energy Secure Philippines (ESP) Activity, which provides various information to promote the implementation of the Energy Efficiency and Conservation Act (RA11285) and the Electric Vehicle Industry Development Act (RA11607) in the Philippines, and enables real-time understanding of their operation.

Information dissemination portal on energy efficiency awareness
It consists of the three websites or smartphone apps described above. Among them, “Enerhiyang Atin” (* Tagalog. English meaning: Our Energy), allows users to download the original text of the Energy Efficiency and Conservation Act and its various subordinate laws and includes explanations of the energy label program for electrical appliances. “Wattmatters” features a list of various energy efficient products that are subject to the energy label program for the purpose of saving electricity in the home. Here, information such as the company name, product name, and energy label class can be viewed together.
Designated establishment online submission portal
Based on the Energy Efficiency and Conservation Act, if a company is certified as a “designated establishment” in the commercial, industrial, or transportation sector, it must comply with various requirements. The portal site was created to allow designated establishments to submit their statutory annual energy utilization reports, annual energy efficiency reports, and energy audit reports online. Each designated establishment is required to create an account on the portal site, log in, and submit this information.
EV charging station portal
Although the DOE has introduced a website for EVCS operators to submit applications, the specific URL has not been announced, so the details are unknown.
