MOEA of Taiwan amends RoHS regulations for seven types products

On June 24, 2021, the Bureau of Standards, Metrology and Inspection (BSMI) of Taiwan announced the revision of inspection regulations for 7 types of products such as electric fans. In this revision, not only the range of regulated products has been expanded, but also battery related inspection regulations have been added. The revised regulations will come into force on January 1, 2023. And the main contents of this revision are as follows.

 

7 types of regulated products

  • Electric fan
  • Vacuum cleaner and water-absorbing vacuum cleaner
  • Food grinder
  • Food mixer
  • Juicer
  • Barber equipment
  • Electric massager

 

Expansion of regulated products range

According to the regulations before revision, the products powered by USB port are not regulated, while in this revision, products which can also be powered by rechargeable batteries have also been added into the regulated objects (products which can’t use rechargeable batteries and only can be powered by USB port are still free from regulation). The table below shows the comparison of provisions regarding non-applicable products range before and after the revision (underlined parts marks the revised contents).

Products that powered with DC 5V input voltage by USB ports, without power adapters, and also cannot be powered by rechargeable batteries. Products that powered with DC 5V input voltage by USB ports, and without power adapters.
Products that only use power supplied by vehicles, supplied with charging cable for car cigarette lighter, and cannot be powered by rechargeable batteries. Products that only use power supplied by vehicles, and supplied with charging cable for car cigarette lighter.
Products that can only be powered by non-rechargeable batteries. Products that can only be powered by batteries.
Products announced as toy products which must be tested by the Bureau.

 

Addition of battery-related inspection standards

The following battery-related standards are added to the inspection standards that the above 7 types products should meet.

For the product which is loaded with rechargeable lithium battery, the cell (including cells in the battery pack) should meet the regulations of CNS 15564 (2013 version). For the battery pack, the regulations of 7.3.8.1 “Vibration” and 7.3.8.2 “Mechanical shock” of CNS 62155-2 (2018 version) should be meet.
