Taiwan Revises 10 GHS National Standards to Align with Purple Book 8th Edition

On February 24, 2025, the Bureau of Standards, Metrology, and Inspection (BSMI) under Taiwan’s Ministry of Economic Affairs announced the revised CNS 15030 series of national standards related to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). This revision includes 11 standards, with one newly added. Additionally, on October 24, 2024, ten more revised GHS-related national standards were issued. The previous standards were based on the 4th edition of the Purple Book, while the current revisions align with the 8th edition. The newly announced standards is “Classification and Labelling of Chemicals – Desensitized Explosives” (CNS 15030-29). In Taiwan, hazardous chemicals, toxic chemicals, and chemicals of concern must be classified and labeled according to the CNS 15030 series of national standards, in compliance with the “Toxic and Concerned Chemical Substances Control Act” and the “Occupational Safety and Health Act” and their subordinate regulations.

Main Revisions

The newly added CNS 15030-29 “Classification and Labelling of Chemicals – Desensitized Explosives” defines “desensitized explosives” as “solid or liquid explosive substances or mixtures that have been desensitized to suppress explosive properties, preventing mass explosions and rapid combustion, and thus are excluded from the hazard classification ‘explosives.'”
