On July 30, 2013, the Taiwan Ministry of Economic Affairs Standards Inspection Bureau released CNS 15663 “Guidance to reduction of the restricted chemical substances in electrical and electronic equipment”, which is an optional conformity standard for the content of harmful substances in electrical and electronic products in Taiwan. At the same time, as measurement methods for harmful substances, CNS 15050 “Electrical and electronic products -Measurement methods for 6 restricted substances (lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls, polybrominated diphenyl ethers), and CNS 15479 “Measurement methods for mercury content in fluorescent lamp tubes” were also released.
Chapter 5 of CNS 15663-Marking of presence” has been added to product inspections, which was to gradually incorporate RoHS requirements. The aim of the system is to require manufactures to mark hazardous substances honestly, gradually reduce the content of hazardous substances.

2. Description form
If the restricted substance of “unit” is an exclusion item, and the content of other restricted substances does not exceed the content reference value, then content condition can be indicated using description form.
Example: [Device name: LCD TV, Model NO:YYY], its glass panel and accessories contain lead, but lead for these two unit is exclusion item.

- RoHS (XX,XX) indicates that the content of restricted substances(XX) in the product exceeds the reference value.
- Example: RoHS (Pb) indicate that the lead element content of some unit in the product exceed the content reference value which specified in the Appendix A in CNS 15663.
- Example: RoHS(Cd,Cr+6,PBB)indicates that the content of cadmium, Hexavalent chromium, Polybrominated biphenyl of some unit in the product exceed the content reference value which specified in the Appendix A in CNS 15663.
In accordance with the provisions of Section 5 “Marking of presence“ in the CNS 15663(2013 edition), which is the Taiwanese version of RoHS, the target product shall indicate the content of restricted substances on the product body, package, label or instruction manual. However, when submitting (disclosing) the presence condition of restricted substances via websites, it shall clearly state the URL on the product body, package, label, or instruction manual. The state location of URL does not apply to the provisions of Section 5.3 in the CNS 15663.

Poisonous and Deleterious Substances Bureau
It’s a 3rd level central organization established by the Environmental Protection Administration of the Executive Yuan on December 28, 2016. The aim of the bureau is to protect national health by conducting management, investigation and inspection for the sources of poisonous and chemical substances.
