Taiwan regulates plastic identification codes on liners and blister packs

On July 1, 2025, Taiwan’s Environmental Protection Administration (EPA) announced a revised regulation called Scope of Responsible Businesses for Items or Containers that Should Display Collection-related Labels, Label Design Size, Position, and Other Compliance Matters, requiring plastic material identification codes to be displayed on plastic liners and blister packs. The regulation aims to improve recycling transparency and accountability, responsible enterprises—those that manufacture or import these products—must complete labeling no later than September 30, 2027.

 

Overview of the Revised Regulation

  • Manufacturers and importers of plastic liners and blister packs who register as responsible parties between July 1, 2025, and June 30, 2027, must label these items with plastic material identification codes by September 30, 2027.
  • Plastic liners and blister packs are exempt from displaying the container recycling mark.
  • Unpackaged plastic liners and blister packs must have the plastic material identification code displayed directly on the item.
  • Importers of products containing plastic liners or blister packs must display the plastic material identification code either on the item itself or on the product’s packaging or label. If labeling the packaging, each plastic component must be identified with its respective code.
  • Plastic liners and blister packs used for packaging pharmaceuticals, health supplements, or medical devices are exempt from the labeling requirement.
