China releases draft of mandatory standard for environmental information disclosure on non-road mobile machinery

On February 7, 2025, the Ministry of Ecology and Environment of China released a draft of the mandatory environmental standard “Technical Specifications for Public Disclosure of Environmental Information on Non-Road Mobile Machinery” and began soliciting public comments. The feedback period lasts until March 10, 2025. This standard aims to implement the “Environmental Protection Law” and the “Air Pollution Prevention and Control Law”, strengthen pollutant emission control of non-road mobile machinery, and standardize environmental information disclosure practices. As a mandatory standard, manufacturers and importers of non-road mobile machinery must publicly disclose environmental information, such as model details and engine specification, on designated platforms before shipping or importing such machinery based on the requirements of the standard.

 

Scope of Application

This standard specifies the responsible entities, content, timing, methods, processes, requirements, and inspection procedures for disclosing environmental information, as well as pollution control technology details and environmental labeling requirements. It applies to non-road mobile machinery (including electric models) and ships with a rated power below 37 kW. Manufacturers, importers, and inspection agencies of such products must comply when conducting environmental information disclosure activities.

 

Definition of non-road mobile machinery

Article 3.1 defines “non-road mobile machinery” as follows:

Machinery used off-road, including:

(1) Self-propelled or dual-purpose machinery capable of both self-movement and other functions.

(2) Non-self-propelled machinery designed to move between locations at least once per year.

Responsible Entities for Environmental Information Disclosure

Manufacturers and importers of non-road mobile machinery with independent legal status are responsible for disclosing environmental information. They must ensure the disclosed information is reliable, accurate, timely, and complete.

 

Content of Disclosed Information

Disclosed information shall include:

  • Basic company details: Name, address, legal representative, and contact information.
  • Model-specific information: Technical specifications, engine parameters, type inspection data, pollution and greenhouse gas emission control technologies, and key environmental details.
  • Unit-specific information: Environmental protection code, engine serial number, and off-line inspection records.
  • Mass-produced machinery documentation: Environmental compliance records, conformity information, and emission component warranties.
  • Exempted machinery/engine information: Model numbers, emission stages, exemption purposes, and manufacturing dates.

 

Timing of Disclosure

  • For manufacturers, they should disclose model information before production and unit-specific environmental data before shipment.
  • For importers, they should disclose model and unit-specific information before customs clearance (date of cargo export certificate issuance).
  • For both manufacturers and importers, they should annually disclose technical documents for mass-produced machinery by March 1 of the following year.

 

Disclosure Methods

Manufacturers and importers should disclose environmental information on their official websites and upload it to the government-designated platform (http://www.vecc.org.cn) prior to shipment or import. Companies without a website can only disclose information on the platform. Permanent environmental labels must also be affixed to machinery. The technical requirements for the labels can be found in Appendix F of the standard.
