On June 10, 2025, China’s National Development and Reform Commission published draft revised Energy Planning Management Measures. The commission is seeking comments on the draft through July 9, 2025. The revised measures would replace the 2019 version of the measures, with the aim of further developing China’s energy plan framework under the Energy Law1 issued in November 2024.
Types of energy plans would include a comprehensive national energy plan, sector-specific national energy plans, regional energy plans, and energy plans of provinces, autonomous regions and municipalities directly under the central government. The draft has provisions on preliminary studies for energy plans, and the preparation, approval, publication, implementation and evaluation of energy plans. It consists of 26 articles in six chapters, namely “General Provisions”, “Preparation of Plans”, “Approval of Plans”, “Publication and Implementation of Plans”, “Evaluation and Revision of Plans” and “Supplementary Provisions”.
