China revises regulations on ODS, with new requirement of neutralizing byproduct ODSs

On Dec. 19, 2023, China’s State Council announced revised regulations on ozone-depleting substances (ODSs). These are designed to implement the Kigali Amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer, and develop ODS control measures. China accepted the Kigali amendment in April 2021, and implemented it in September of that year. New provisions in the revised regulations require the neutralization of byproduct ODSs, and prohibit the emission of ODSs directly into the atmosphere.
