Vietnam MOIT Issues Circular on Product Traceability

On October 6, 2025, the Vietnamese Ministry of Industry and Trade issued Circular No. 31/2026/TT-BCT regulating the traceability of products and goods under the Ministry’s jurisdiction. The regulations and requirements regarding product and goods traceability are based on the Law Amending and Supplementing Certain Articles of the Law on Product and Goods Quality of 2025 (Law No. 78/2025/QH15). Specifically, Clause 2 of Article 6d of the Amending Law stipulates that for high-risk products and goods, traceability is mandatory and shall be determined by ministries or equivalent agencies, along with an implementation roadmap.
